Born on 25 December 1835, Henry Paget was the son of Henry Paget, 2nd Marquess of Anglesey by his second wife, Henrietta Maria Bagot, daugher of the Right Honourable Sir Charles Bagot, GCB. He succeeded his brother in 1880, becoming the 4th Marquess of Anglesey.

He married firstly Elizabeth Norman, daughter of Joseph Norman, on 24 August 1858. He married secondly Blanche Mary Boyd, daughter of John Christian Curwen Boyd, on 2 February 1874 at the British Embassy in Paris. He married thirdly Mary Livingstone King, daughter of John P. King on 26 June 1880 at the British Embassy in Paris.

He succeeded to the title of 4th Marquess of Anglesey on 30 January 1880 at the death of his half-brother.

He died on 13 October 1898 at the age of 62 at Plas Newydd, Denbighshire, Wales, after a long illness and was buried at Llanedwen, Anglesey, Wales. 

An obituary appeared in the Morning Post (14 October 1898). 'We regret to announce the death of the Marquis of Anglesey, which took place yesterday, after a lingering illlness, at Plas Newydd, his seat in Anglesea. [...] He was Honorary Colonel of the Staffordshire Yeomanry Cavalry and of the 3rd Volunteer Battalion Royal Welsh Fusiliers, and late Commandant of the Liverpool Brigade of the Royal Naval Artillery Volunteers. In 1885 he was appointed Vice-Admiral of the Coast of North Wales and Carmarthenshire. The late peer was married three times: first, in 1858, to Elizabeth, daughter of Mr Joseph Norman (she died in 1873); secondly, in 1874, to Blanche Mary, daughter of Mr Curwen Boyd, of Merton Hall, Wigtonshire (she died in 1877); and lastly, in 1880, to Minnie, daughter of Mr J. P. King, of Sandhills, Georgia, U.S.A., and widow of the Hon. Henry Wodehouse. The titles pass to his son Henry Cyril, Earl of Uxbridge, born in 1875, a Lieutenant in the 2nd Volunteer Battalion Royal Welsh Fusiliers.'
