This is probably Charles Rolls Foster, who is mentioned as a surveyor and land agent in London at the Beginning of the Twentieth Century: Contemporary Biographies (1905).

He appears on the 1881 census, living at 7 Lancaster Terrace, London, with his wife Florence, their five children, and four servants. He gave 'Auctioneer' as his profession, and his place of birth as 'St Anne's, Soho.' According to the earlier 1851 census, at which time he was living with his parents at 10 Chester Terrace, on the east side of London's Regent Park, his father, Edward Foster, was an auctioneer before him.

Charles Rolls Foster 'of 54 Pall Mall Middlesex and of Armaside Hampton-hill Middlesex' died on 13 May 1908 at Armaside. He left an estate valued at £11,386.
