Almost certainly Philip Debell Tuckett, a 'Surveyor and Landowner' who appears on the 1871 census living at 28 Cleveland Gardens, Paddington. Numerous advertisements in contemporary newspapers indicate that he was also an auctioneer. 

Born at Frenchay in Gloucestershire on 29 November 1833, he was the son of Philip Debell Tuckett (1801-1872), a tea dealer and a member of an old Quaker family who had long been associated with Bristol. 

In 1868, he married Rachel Elizabeth Fox, daughter of Alfred Fox, of the Quaker Fox family of Falmouth.

Philip Debell Tuckett died, aged 60, on 24 July 1894 at Child's Hill House in Hampstead, northwest London. He left an estate valued at £113,035.
