I don't like identifying people in photographs based only on a perceived resemblance but I'm informed that the officer in this portrait is Colonel Ivan Verkov (1900-1954), who at one time served with the Tank and Motorized Forces. He took part in World War II and was promoted to the rank of General in 1943, so this photograph probably dates to around 1940-1942.

In fact the photograph can be dated even more accurately. According to an expert on Russian military history, the portrait must have been taken between 7 May 1940, when a new system of collar pips was established, and 20 July 1940 when Verkov was promoted to the 9th Tank Regiment, which had a different uniform from the one he is seen wearing here.

The print measures 4.1" by 5.6" (103 mm by 143 mm) and is mounted on a slightly larger piece of stiff, chocolate brown card.
